From October 2025 the Street Works UK (SWUK) Material Classification Protocol will overhaul how the UK manages the tonnes of excavation waste generated every year.

The new risk-based framework that will be implemented on the 1st October 2025, to classify excavated waste from utility street works. It replaces the Environment Agency’s previous Regulatory Position Statements (RPS) 298 and 299 and provides a sector-specific method for determining if waste is hazardous or non-hazardous, aiming to improve compliance and environmental management in the utility sector.

This change is set to:
✅ Standardise how excavation waste is classified via a risk assessment replacing static methods
✅ Improve waste classification and management, recycling and reuse across the industry, applying to waste from unplanned utility excavations, immediate, minor, and standard permit works
✅ Reduce landfill dependency and associated costs
✅ Supports compliance with environmental legislation

By providing a clear framework, it helps companies manage waste more effectively, reducing potential environmental impacts.
